Are you a seasoned programmer analyst with a knack for bridging the gap between technical and business stakeholders? We are looking for a Cobol Programmer Analyst 4 to join our client's team. You will be responsible for eliciting, analyzing, communicating, and validating requirements for changes to our information systems, business processes, and policies. Additionally, you will provide operational support for our Mainframe applications written in COBOL and XGEN, ensuring all system documentation meets DTMB standards and is maintained in accordance with all policies.
Skills Required:
- A bachelor’s degree in a technical field such as mathematics, computer science, engineering, or information systems.
- Minimum of five years’ experience with programming in COBOL or XGEN.
- Minimum of five years’ experience with requirements gathering.
- Minimum of three years’ experience with writing test cases.
- Excellent verbal and written communication skills.
Daily Tasks Include:
- Providing content approval and validating estimates for project schedules to ensure compliance with the SUITE Project Management Methodology (PMM) and the Systems Engineering Methodology (SEM).
- Facilitating requirements gathering/meetings with clients to gather requirements for all IT solutions, identifying impacted business processes, and determining best process and IT solution integration.
- Redesigning and approving program specifications based on test results.
- Leading artifact reviews with peers, system specialists, Enterprise Security, and other DTMB entities to ensure IT solutions and applications adhere to DTMB and agency policies, standards, or guidelines.
- Designing and documenting IT solutions that utilize State of Michigan standard technology.
- Ensuring proper change management for all requested fixes to production systems.
- Approving application-wide integration, performance, system, or user acceptance test plans.
- Validating test data and test results.
- Differentiating between defects and new requirements and initiating change requests as necessary.
- Developing and monitoring defect tracking logs and facilitating problem resolution.
- Leading post-implementation validation of RFCs (application changes, infrastructure changes, etc.)
- Monitoring long-term IT solution traits and break fix patterns and recommending IT solutions to alleviate persistent problems.
- Serving as a liaison between DTMB and the client concerning application requests, standards, and other program and project matters.
- Actively participating in the development and implementation of assigned client agency’s IT strategic direction/plan.
- Developing and maintaining an effective communication plan with DTMB, vendors, and agency staff relating to project level metrics.
- Performing disaster recovery planning and implementation.
- Evaluating and informing DTMB management and support client agency of impact and risks to existing IT solutions due to proposed legislation, enhancement requests, changes in governmental processes or procedures.
